Our schools must keep pace.
Comal ISD has added about 10,000 students in the last decade. Enrollment is projected to exceed 40,000 by 2035, putting pressure on classrooms, transportation, building systems and technology.
More than 60 parents, taxpayers, retirees, business owners and community members studied those needs through the Comal Forward committee before recommending this package.

The Comal ISD Tax Rate is the LOWEST it has been in 30 years.
The tax-rate facts
Comal ISD projects that both propositions can be financed without increasing the district’s current total tax rate.
The debt-service rate has remained at $0.35 per $100 of taxable value for more than a decade, and the district says its total rate is at a 30-year low.
Texas law requires school bond ballots to state “THIS IS A PROPERTY TAX INCREASE.” An individual tax bill can still change when taxable property value changes.
100% Local dollars stay local.
Bond funds are not subject to state recapture. Money raised through the bond stays in Comal ISD and may be used only for approved capital expenses such as facilities, land, buses and technology.
Waiting has a cost of $27 MILLION
Why now
District estimates show construction costs rising at least 5% a year.
Delaying the proposed projects could add about $27 million for every year they are postponed.
